The Class C CDL ELDT Online Theory Training covers all the theory requirements to obtain a Class C CDL license.  

A CMV driver will need a Class C CDL if they transport any single vehicle, or combination of vehicles, that meets neither the definition of a group A nor that of a Group B, but is either designed to transport 16 or more passengers, including the driver, or is used in the transportation of materials found to be hazardous, and require the motor vehicle to be placarded.
